Turn a Photo into painting in Photoshop
In this Photoshop tutorial will show you how easy it is to create a photo painting effect by simply applying the right filters and color blending modes to each layer. For best results, you should choose photos that do not have fine image details because to create this painting effect, filters will be used that reduce image detail. Also make sure the photos you choose have good color contrast. Photo source for this Photoshop tutorial I took from Stockvault.

1. Open Photo Then Duplicate Layer

Open the photo by selecting File>Open menu then duplicate the Background layer three times by pressing Ctrl+J.

Name each according to the filter to be applied, namely from the bottom order Cutout, Dry Brush and Median.

The trick, double click the layer name then type a name and press the Enter key.

2. Give a Cutout Filter to the Cutout Layer.
Click the Cutout layer then select the Filter>Filter Gallery>Artistic>Cutout menu.

Fill in the Number of Levels: 4, Edge Simplicity: 4 and Edge Fidelity: 2.

Click the OK button.

Change the Cutout's Blend Mode to Luminosity.
Apply a cutout filter to the cutout layer and change the blend mode to Luminosity.

3. Apply a Dry Brush Filter.
Click the Dry Brush layer then select the Filter menu>Filter Gallery>Dry Brush.

Fill in the Brush Size: 10, Brush Detail: 10 and Texture: 3.

Click the OK button.

Change the Dry Brush blend mode to Screen.

Give it a Dry Brush filter and change the blend mode to Screen.

4. Provide Median Noise.
Click the Median layer then select the Filter>Noise>Median menu.

Fill in the Radius 25 pixels then click the OK button.

Change the blend mode to Soft Light.

Give a median noise to the median layer and change the blend mode to Soft Light.

Give a median noise to the median layer and change the blend mode to Soft Light.

Thus finished our painting effect.

Please adjust the settings above depending on your photo.
