Here is a tutorial on how to change eye color in Photoshop. We can change the color of eyes in an image using color balance, by adjusting the properties Shadow, Midtones, and Highlights. First, make a selection on the eyeball. You can use your favorite selection tool. In this tutorial, I will make a selection using the Pen Tool. Then we change path into a selection. And the final step is to change the color using the color balance.
Step 1: Open your photo
After opening Photoshop application, choose File> Open or using the keyboard shortcut Ctrl + O to open the window Open. Browse and click on your photo, and then click the Open button. For this Photoshop tutorial, I'll use this image that I downloaded from Pixabay.
Step 3: Select the Pen Tool
Now select the Pen Tool in the Tool Panel. Select Path in the Options Bar that is located below the menu bar. We will use the Pen Tool to create a path on the eyeball and then convert it into a selection.

Step 4: Create Path In Eye Ball
Please click on the outskirts of the eyeball to create a path around it. The end of the path must meet with the beginning of the path.
Step 5: Change Path Into Selection
Right-click your mouse and choose 'Make Selection'.

Choose Layer>New Adjustment Layer>Color Balance.
Step 7: Change Colors With Color Balance Adjusting Properties
In color Balance Properties window there is a drop-down menu containing three settings, namely Shadow, Midtones, and Highlights. You can drag the slider to change the eyeball with color that you want. These settings will vary depending on the photos and the eye color you want.
