Learn How to Create an Underwater Text Effect in Photoshop. Give the text layer a hard light blend mode so that it looks like it blends with the water. Meanwhile, to create the effect of writing that ripples following the ripples of water, you can use the displacement filter. The way to apply displacement is by duplicating the water/background texture layer, desaturating it and adding a blur filter. Step 1: Open Water Texture

Step 2: Type the Text
Click the Horizontal Type Tool icon on the Tool Panel.
Select the font type and font color in the options bar.
Click document then type your text. Press Ctrl+Enter when finished typing. Press Ctrl+T to adjust the text using Free Transform. Click in the Free Transform box then drag out to increase the size of the text. Press Enter when you're done.
Step 3: Rasterize Text Then Set Using Perspective
Click the text layer to activate it then select the Layer>Rasterize>Type menu. Press Ctrl+T to call Free Transform then select Edit>Transform>Perspective menu. Please click at the end of the Free Transform box to adjust the text to match the water perspective. Press Enter when you're done setting the perspective.
Step 4: Duplicate Background Then Desaturate And Give It Gaussian Blur
Duplicate the Background layer by pressing Ctrl+J, then drag it to the top position. Name the layer with the name displacement then desaturate by selecting the menu Image>Adjustments>Desaturate. Next, give it a Gaussian Blur by selecting the Filter>Blur>Gaussian Blur menu and giving it a Radius of 2 pixels.
Step 5: Save Your File
Select the File menu> Save then save your file with the name displacement.PSD. We will use this file later.
Step 6: Give a Displace Filter to the Text
Uncheck the eye icon on the displacement layer. Click the text layer then select Filter>Distort>Displace. I will fill the Horizontal and Vertical Scale values of 10 each. Click the OK button and select the displacement.PSD file that you previously saved.
Now your writing should be wavy following the ripples of the water. Change the blend mode to Hard Light and adjust the opacity if necessary.
Step 7: Duplicate Background Then drag it to the top of the text
Click the Background layer then duplicate it again by pressing Ctrl+J. Drag over the text layer. Create a clipping mask by pressing Ctrl+Alt+G. Set the Blend mode to Hard Light. Please set the opacity as needed. We do this so that the light on the water stays above the writing.
